Implement python-based API

Using Flask-Restless or Pecan, create an API endpoint in Python that serves the same content and format of http://apps.openstack.org/api/v1/assets. This should be served from a MySQL database. Additionally a script should populate the database with the contents of assets.yaml when triggered.
