Update to Linaro 4.7 toolchain

Linaro's 4.7-2012.07 toolchain should be released shortly. We had tested 2012.05 but ran into a few issues, so lets try with the new toolchain and see if those issues are fixed.

[2012/07/23 robbeane] Switching to Linaro 4.7-2012.07 with current source introduces new build error.. http://pastebin.com/juVZ6ZdT ..but the fix for compiling stlport with -fPIC is already applied. Will need to investigate further.

[2012/07/28 robbeane] The compile error above was due to the recent aosp/master merge 3bbb4f2. Reverting the merge fixes the compile error, so we still need to figure out which exact commit is causing it. But it seems that 4.7 is still causing com.android.phone to crash when disabling Bluetooth http://pastebin.com/WSiHjwf0 .. Will need to investigate further.
