Categories and Meta-Categories

The category feature allows users to group tasks and selecting a category will display a list of goals assigned to that category. This should be implemented as a tree view, where each category when expanded has a list of its assigned goals. Meta-categories or category groupings(need to decide on name) should not separate by category, but should act like a category.
