Setup settings schema

A way to store and read settings is necessary to accomplish some features (see the ones linked). There are really two different ways to set up a settings file/schema: dconf and a flat text file. From an inexperienced eye, dconf seems easier, while a flat text file seems more attractive as an end user. I guess the decision is up to whoever will implement this :)
