Standardise API Responses

A task being accepted for pre_approval should almost always give the same response, as should one that is auto approved or when a token is submitted. Currently each of the TaskViews implement this separately and if task definitions change between what is automatically approved the returned response is not carried through correctly, this should be handled centrally if possible.
