Remove RTNotifications from core adjuatant

One of the current notification engines is designed to integrate with Best Practicals Request Tracker.
Currently the library for accessing this is only compatible with python2, and a different (python2 incompatible) library would have to be used for compatibility with python3. Due to this and due to the fact that it is not currently being used, this blueprint proposes that:
1. The RTNotification code should be removed from adjutant
2. If wanted an RT plugin could be introduced
