Clean up the config and config import process

The configuration file for the service has grown organically over time, and it would be good to go over it and see if there is something we can do to streamline it, and also handle defaults better.

We should at least address the import process and possibly split the settings.py file into multiple modules in a setting folder/module, with a dedicated module for importing and parsing the yaml conf that is setup with sensible defaults.
