Base Validation Action to be attached to other tasks

Create a base action in Adjutant that other actions in plugins can extend off of, do define specific validation rules that can be added to tasks (similarly to the SendAdditionalEmailsAction). This should be configurable in case of what action failed validation implies and require a plugin developer to simply define a _validate() action.
