Stop requiring use of interface.py; use __init__.py instead.

Makes everything cleaner and easier to understand, IMHO.
Plus it frees up the name 'interface' to be used for more important things.

Manager code is updated; interface.py is no longer required, although all existing modules/devices still use that file name.
