PCI compliance requires strict isolation of data, whether that be by encrypting each tenant's data with a unique key, or placing each tenant's data in a DB which only that tenant can access.

- Are pools enough?
- Do we still need to isolate tenant data per-pool?
- Should this be a per-deployment config or a per-tenant config?
It seems to me this is an admin-only operation, though.
