condense the very similar rest api log printing

When tempest testcases run, there will be many rest api log outputs, and a big part of them
are very similar(e.g. , the log when periodically getting the volume status while volume is downloading),
so these very similar log can be suppressed to something like "repeated_
the whole output will be much clearlier
