remove non-standard ec2 extensions

Before the openstack api existed we added support for roles/user/project, vpn (cloudpipe), and misc stuff in something we called the "admin" ec2 api. As those features exist in the openstack API (and have been moved to other components such as keystone) we should remove these admin extensions. The dead code lives in nova/api/
