allow instance resize without migration

I'm opening this blueprint folowing: https://bugs.launchpad.net/nova/+bug/1323578
currently when we change allow_resize_to_same_host=True it will simply add the localhost to the list of hosts we can resize to but it will not only resize instances locally.
which means that if a user would like to resize but does not want to enable migration some of his instances will fail resize on migration and change state to error.
i think that we should allow resize on localhost without migration allowing a user to configure the computes to resize on localhost only.
