Create a top level Network as a service project

I propose that we create a top level Network-as-a-Service project.

The basis of this project would be the combined blueprints of NTT, Citrix, Midokura, Nicira, Cisco and others.

Some of the core principals would be:
 * NaaS is optional. Standard flat and Hypervisor only VLAN, would stay in compute.
 * Vendor neutral. The project would not do anything to give one vendor an advantage over any other.
 * This is a collaborative project. It is open to all community members interested in Network services.

I propose that the codename for the project be "Donabe" (土鍋), a traditional Japanese clay cooking pot. It represents the concept of a container that Cisco brings, and it seems appropriate since the first code came from Japan. Plus I ate at my first shabu-shabu restaurant last month in Mountain View, which is what gave me the idea. --Rick Clark
