Switch Quantum to use the common oslo-rootwrap

Once we ported oslo-rootwrap new features to quantum-rootwrap (https://blueprints.launchpad.net/quantum/+spec/quantum-rootwrap-new-features) and the other way around (https://blueprints.launchpad.net/oslo/+spec/rootwrap-quantum-features), they will be feature-equivalent. Now we just need to make quantum-rootwrap use the common rootwrap rather than its forked copy.
