Make murano engine running much faster

Murano engine retrieve package from DB and extract it on local file system when launching action each time, it waste a lot of time, especially when a lot of package were refered. Package class should be cached in memory to reduce the time on load, so action can be started in milliseconds rather than current much more than 10 seconds.
