Create multiple options for uploading packages

This blueprint proposal is to add new functionality to the way the operator can upload packages through the Murano Dashboard.
The modal would contain a box to drag and drop package zips as well as a traditional button that allows to open finder/folder and select one or multiple packages to upload at once.
