Take maintenanceship of the HSI subsystem

The HSI subsystem is currently virtually orphaned, and both Texas Instruments and ST-Ericsson have pending patches to implement their HSI master drivers. Carlos who invented it has left Nokia and is currently busy with other things in his life. Linaro may opt to step in and take over maintenanceship for a shorter or longer period.
