Decouple Fuel and OpenStack tasks
As a downstream developer I need the ability to over-ride the tasks that explicitly install openstack so that I may be able to configure fuel to use an older version of openstack than it was originally intended to support, while maintaining access to the current features in this newer version of fuel.
