Add loadbalancer for memcache on controllers

Today we use plenty of memcached servers in various openstack configuration files (e.g. in keystone.conf). If one of memcached instances will be dead, service can't process this event fast and reliable way. So we need to implement robust solution to load-balance memcached requests.
