[Freezer-DR] Refactor Monitoring driver

Refactor the abstract monitoring driver to allow drivers to load their own configurations freely without being strict to certain options registered by the default configuration.
every monitoring driver needs to have a class level object called _OPTS which holds the driver configurations to be loaded by the base driver.
All driver special configurations will be available later in self.conf object.
