elementaryOS should have a better keyboard layout

We should have a better keyboard layout for symbols on the 3rd level. It's not acceptable that I have symbols like Æ,Ŋ,Ð and can't find symbols like ª which are much more useful.
I'm using the Italian layout at the moment, those example may not apply to everyone's layout, but we should fix them.
